Is it ok to wear a V-Neck sweater without a shirt ot t-shirt underneath?

I do it, but normally with a neck scarf and some sort of jacket or coat. The sweater should also be some thin fiber like cashmere or silk. A thick v neck sweater with nothing underneath makes you look impoverished.

What are best shirts to be underneath a argyle v neck long sleeve? Assuming wearing a collar shirt under neath? Will plad or stripe work at all or will that be too much texture?

Plaid no, stripe yes, provided it's not too bold. Think classic oxfords.

Yes. It helps to be muscular and/or low body fat. And not to be a sweater.

The idea behind a v-neck sweater is that it supports the collars of a shirt, and hopefully a tie. Otherwise, you may as well get a crew-neck or turtle-neck.
