I have an appointment today for a professional photo to be taken. Should I go with charcoal grey suit, red/yellow repp tie with light blue background, or navy suit with the same tie, grey background?

Either is fine. Do you like charcoal or navy suits more? Go with that.

I have always been told to not wear a white shirt for pictures, and I think blue photographs the best.

Same here, anything but white for the shirt.

I tend to do Navy suit/pale blue shirt/navy tie or Grey suit/pale blue shirt/navy tie as this can't go wrong on camera.

I wear a solid suit (usually navy), light blue shirt, and a tie with very little pattern.

Navy will offer more contrast for the photo. Go with that.

I have done a lot of these (both as an exec and having management teams shot) over the years. Solids across the board are your best bet - light blue shirt and a navy or black tie with with either one of the suits you mentioned. The low contrast of the ensemble will highlight your face better.

    Good luck with the shoot!
