    It is always difficult to judge fit from images, and this is not really the thread for such discussions, but I suspect that he has a relatively long torso (like me). The problem with trousers is that even if they are high-waisted, they look unbalanced ("boyfriend-style") because you cannot lift the crotch, for obvious reasons. With jackets, if they are long enough, they easily look oversize because of the short remaining leg length, if they are just slightly too short, you get the situation here.
    Having said that, I would prefer to cut the bottom opening slightly rounder and slightly longer than the rear.

    The tailors he originally bought from are probably way too old to be traveling on a consistent basis. Looks like he had to use a new tailor. Those prices don't leave any room for margin or mistakes. Only time will tell how this turns out.

    Also, why haven't you been dubiously honored yet?
