It's a strap to keep his tweed from tangling in the bike chain.

When I lived in a place more amenable to it, I rode a bike to work almost every day in season.

When I was in San Francisco and rented a bike, I was also given a big rubber band for the pant legs.

It's a dorky item but quite functional. It's amazing nobody has come up with a more stylish alternative.
