Trousers: size 28

I'm 5'5'' tall and weigh 130 pounds.

I need very slim, tailored fitting trousers in waist size 28.
I live in Las Vegas so it's really hot most of the year so I dont need heavy weight pants for warmth.
However, I do need them to look dressy. Does linen/cotton look too casual?

Which brands make size 28 and very slim?
Do Nordstrom brands include free in-house tailoring? That would be nice.
What about Saks? Neiman Marcus?
No more than $150 per pants.

When are the big sales for these stores? I need to stock up.

Forget Saks and Niemans.
Anything at that price point will be junk

Banana Republic (not good quality) carries size 28. J. Crew (better) also carries it. Yoox.com has several higher-end size 28 pants from various brands. Linen/cotton with a regular waistband (now a drawstring) might look formal enough in Vegas, depending on the situation.
