Should a suit like this be on his list? Or is a typical sportcoat and it's usual heavier fabric compared to a suit ok for moderate rain for a short time? 


Wearing your one 'bad weather suit' is a guarantee of a sunny day and your bad weather suit won't help you when it is in the closet during a sudden cloudburst.. It would be much more practical to keep a raincoat or umbrella at your desk.

Hey thanks again all. About the shoes, so far I'm in two pairs of Rockport loafers, one black and one brown. Comfort is awsome and they cost me $50 a pair.

Might be time to step up the shoe quality a bit. Don't get me wrong - Rockports are fine. But you should be able to get decent AEs, or at least Cole Haans, that are a fair bit better quality than your Rockports. As the previous comments suggest, stepping up the shoe quality first is probably the best way to go about it. Should be able to find decent Cole Haans for ~$100, AEs for a bit more (but absolutely worth it).

Appreciate the advice but I wore them for 10 hours today and my feet feel great all for $50 a pair and they look good

I would implore, almost beg, you to consider trying on nicer shoes with an open mind. Look for a thin rubber sole and nice rounded our almond shape to the toe. Try a brown cap toe on and I think you'll see the difference. Just keep an open mind to it, because other people are noticing. In Canada especially, Samuelsohn is a fantastic value and looks great. That will keep you quality at the right price.
