Wear a black Velvet Blazer and custom made gray pants instead of a tux to a somewhat formal event...to do or not to do....

if I were to replace a tux with something using velvet, I would do it in a different way than this. Black jacket with gray trousers is reminiscent of daywear, which is inappropriate for a tux, which is worn in the evening. Better would be midnight blue jacket with black trousers.

A smoking jacket with evening trousers is quite a relaxed look that can look very good if you can pull it off.

it can serve you well for formal dinners/events or just go for the casual look with jeans.

no.

'Black tie' does not include a velvet jacket. The trousers at such an event should be black so "gray" does not even rank as a minor option.

Depending on what kind of a event it is, it can be a more relaxed option. For instance, if it's a fancy dinner/drinks thing at someone's home, this can be quite elegant IMHO:

Is that the correct mask for this degree of formality?

suit supply have a whole new line of velvet products. i think black velvet is perfectly doable if there are accents of other textures (grosgrain trim) that breaks up the black. personally, i think other colors work better (especially something different like green rather than the overdone atypical burgundy)
