I've given cuffs up almost entirely. But ultimately it's personal preference.

I cuff the pants of my business suits.

For other non-formal and non-semi-formal pants, I prefer them uncuffed, but if they are too long, adding cuffs is used as a solution.

Black 'pants' are usually part of a tuxedo, so they wouldn't be cuffed. Any other time you'd wear black pants, cuffs are inadvisable, since crumbs might fall into them while you're wiping off the customer's table.

Even cords? I cuff everything except cords and chinos.

I cuff American suits with pleats (e.g., Hickey-Freeman). I don't cuff Italian suits, regardless of whether they have pleats or not (e.g., Isaia and Corneliani). I don't wear British suits.

Those are my general rules of thumb.

im a failry short man at 5'6" so I choose not the cuff pants in order to appear taller. Have you not read "Dressing the Man"?

And remember it doesn't qualify as a cuff unless it's at least 1 3/4" wide...2" is even better.
