I love threads like this.
Toning is different from spot reduction.
Example: You can have a really nice six pack hidden by a layer of fat. (not really an example of how toning is different from spot reduction but I'm too lazy to think on a Friday.)
And as I said before, you lose fat simultaneously throughout your whole body and not just your stomach. To reduce fat and some muscle, do jogging. To reduce mostly fat and very little muscle, do sprinting.
Also roastduck got his definition from: http://en.wikipedia.org/wiki/Muscle_tone
Read up on it because he's spot on. If you don't believe muscle tone doesn't exist, you probably think the Holocaust doesn't exist either. The core is not your outside "six-pack," but rather all the abdominal muscles inside. That's what roastduck meant when he said, "By itself, it has nothing to do with how you actually look."
How defined you are is how low your body fat percentage is. Muscle tone isn't anything. Just reiterating this again, do you even lift? You cannot "tone a muscle".
Just Google muscle tone and find out.
I found this link: http://www.babycenter.com/404_what-is-low-muscle-tone-and-what-does-it-mean_12189.bc Whoopdeedoo: "A child is said to have low muscle tone — hypotonia — if his muscles are on the loose, floppy side."
FYI, I do lift
As an MD, I can honestly say that is totally inapplicable as far as this conversation goes.
The OP should just do lots of sprints and do compound lifts. Build endurance through high intensity intervals. Eat at a caloric deficit and then hope he has the genes for having a six pack.
I didn't mean to apply it to the belly fat situation but rather lay the groundwork to prove that muscle tone is not "not something" or rather something.
I will suggest you three things for the belly exercise or fat :
Stop to eat rice.
Use green tea, twice in a day.
You should do the abs exercise on daily basis ,specially the office personnel should do this on daily basis and regularly.

Bronkaid + Stay Awake + Baby Aspirin.
One week on it and already seeing results.
I wish I could buy ephadrine at a pharmacy instead of buying it off a pikey.
aspirin in this context is only beneficial in the obese. otherwise you don't need it.
don't get too excited, it's just water loss.
Not water loss per se, rather; the effect of appetite suppression. Regardless, my abs looks better now than they did a week ago.
was coming in to say just this, the A in ECA is usually totally unnecessary.
