I've never used arnica, but Tiger Balm works well for me with superficial tendonitis pains.

Also, I believe they have opposite actions: Tiger Balm increases blood flow while arnica decreases it.

if it's strictly pain relief, then tiger balm (albeit temporary). arnica is more of an anti-inflammatory.
