I stopped using ICQ (probably back in the late 90s) because I was constantly getting harassed by Appreciation spam bots. I can't imagine it's improved any but I can't imagine anybody really uses it anymore. I bet some spam bot algorithm from 2000 or something probably determined that the spambots looked more like people with ICQ accounts and they've never changed it since.
