    In my opinion it can do both casual and formal depending on the rest of your outfit, although I'm from Oklahoma and it's not out of place for a suit to be paired with a cowboy hat. Not sure about the rest of the world.

    I think that light color would work better for a casual look.

    Depends on how old you are too. If you are sixty and convey style and achievement, by all means, wear it with a suit and a nice wool overcoat (I see some wool in it, which always adds towards "formal"). If you are younger than fifty, or youthful looking, I would go informal with it and pair it with lighter colors.
