Thinking of buying a navy sport coat - need guidance

I've been eyeing this Navy Sport Coat by Caruso listed as NWT & around $200. Without being an expert on the subject this seems to be a good deal, but I'm suspicious about the tag in attachment4 & why it is listed so cheaply. Additionally, the cuffs seem to be unfinished - can someone explain what function these unfinished cuffs have? There also seems to be something going on with the shoulders. I'm a true beginner so the more comprehensive answers, the better.

It has basting thread in the shoulders, as well as the sleeves. The sleeves are unfinished to allow for any lengthening or shortening required.

Is this a wool coat? The fabric appears to have a micropattern and a bit of color variation that makes me wonder if there is linen content to the outer fabric.

Yes, it seems to be 90% and 10% linen! Does anyone have an idea about the brand/value? Listed as Caruso but has a Doriani tag?

So, the wool/linen makeup makes it more of a S/S piece than a year round sport coat. Doriani is possibly a retailer, and had Caruso make for them.

The micropattern also probably limits the utility somewhat - plain navy blazers fade into the background.

Better to look for a true navy blue all wool sport coat with dark brown buttons. Then you can wear it in casual setting like walking about your city and more formal settings like for weddings. You can find preowned ones in good condition for $200 or a bit more.
