Well, then "accidentally" forgetting the attachment to postpone the deadline isn't that clever.
I feel bad for the guy. After all of these years, he still isn't willing to admit that he got scammed by a crooked border patrol agent.
They don't stamp when you cross the border on foot (or car I believe) as they say it is not considered a "sortie" for passport purposes. Neither Canada nor Mexico has ever stamped my passport when crossing by foot but if you arrive by air then certainly they will. ymmv.
wait till he complains about getting cavity searched every single time he enters the united states.

No, not Romanian, and not Canadian either (never said I was).
This was in my backpacking youth, a few months before the cavity search inducing events of 9/11.
Could be that I got scammed by border control, but more likely the fee was there to finance the border crossing through stupid tourists (like myself) walking across the border rather than through tax payer money. Don't believe the fee applied to Canadians/US-citizens.
The fee is only for real foreigners then..
