These are my worries. Plum museum looks kinda cool in photos, but could see it looking DTC fakey in person.

I enquired with Vass in 2019 and I think the cost for refurbishment was about 150€ plus shipping.

I've got a few pairs needing new soles so I'll probably make it a weekend dropping them off in person once travels is feasible again.

Including today's pair, my favourite pair of loafers.

If you have a low to normal instep, 9D US, and can wear 8.5D US loafers, would a Vass U last in standard UK 8 work you think?

Most likely answer but @apd90700 mentioned a "low to normal instep" - I don't know what that means to him because we don't have any fit reference beyond a generic size. If he's on the lower side of normal instep, sizing up half could give him trouble in the instep.

He's a TLB guy - On Artista - how's the fit? Do you have space in an 8UK? How's the instep and width? What other brands have you tried and found a good fit in? You mention sizing down half in loafers - What brand/lasts? Do you not wear them with socks so you have more space? Is it to get a lower instep? Are they unlined or a softer material that stretches more?

Space in the 8 UK on TLB, mainly in the toe, but some in the instep with the Monks I have [no throat like the oxfords]. Half size down in the Skolyx Mallorca loafers Jack last, for near perfect fit. The loafers are lined, vegano calf. I wear the loafers with cotton blend dress socks. Reason I say lower instep is that I did the tape measure around the arch/instep when Toni was asking to give size advice, and he mentioned a UK 7.5 narrow for loafer.

Why would he wear his loafers without socks?

Would we think it's reasonable risk to buy loafers from Vass in standard US/EU conversion given most loafers fit better if they're on the snug side given no throat?

I have, within the range of one specific brand, experienced that loafers should be worn in the same size or, often, half a size down. Even if a shoe is too snug while downsizing by a half size, this can still be remedied by continuous wear in most cases. It all does depend on your feet, though. Vass often uses the F-last which is, as an Oxford, very snug for me. For a loafer, I would not size down. Vass is quite realiable with their sizing as recently. I have only 5 pairs recently acquired and only one of them fits a little snugger than the others. Summa summarum: get the same size.
