Here's a workaround that worked for me a couple years ago. I ordered a Vitamix blender shipped to a place in North Dakota for me to pick up. My billing address in Winnipeg was causing my credit card to be refused, much like you. What you need to do is create a fake billing address based on your postal code. For example, take postal code R2G 1Y0. The first three digits of my fake zip code will start with the digits 210 from my postal code. From there, add two more digits that give you an american town, city. I just added 22 and googled that to see if it existed. It did, Brooklandville, MD. So my new billing address is my house number and street in Winnipeg, Brooklandville, MD 21022.

Speaking of customs and assholes, I recently ordered a Barbour jacket from eBay and got charged import charges through their global shipping program. As far as I know, with CETA implemented, I should not be paying duties am I correct? I was just tossed around by eBay and Paypal representatives the entire time and no one would own up for a refund.
Now I'm trying to get my refunds for all of my past transactions that should be duty free under CETA.
Has anyone ever had success?
Still fighting, eBay account specialists can't do anything. I've filed letters to the higher ups and filed complaints to the past account specialists and supervisors.Keep us posted on that battle!
Even NAFTA exempt items get duties via GSP and that act has been around 20 years. I've always just chalked it up as a loss.
