The smallest size in the workaday fatigues is an XS which measures 30'', but they do have side tabs to adjust. Drinkwater's has a variety of colors in 28 on sale.

I also have a XL 19c White Broadcloth shirt ($55 shipped). A few seasons old, has the older style 'EG' tag. Worn and washed several times, always cold and hang dried. No shrinkage. 7.5/10 condition.
