Looks like blue label (comparable to corneliani made PRL I believe).

this is the blue script label. It dates from the last few years when RL made its own stuff in the USA -- around 1995-6ish. It's the precursor to purple label. The USA stuff was made to reasonably high standards, and the blue script label above that. Not quite RLPL standards, but on par with current Polo blue label (Corneliani) in my experience. So, good stuff.

Edit: Oh, and shouts out to Ian, hbkshin, LeSacre and ESPECIALLY EazyE

I just passed on a Ascot Chang 'Mao style' black suit made from loro super 130s. Is that something you would usually buy because of the fabric alone? Or pass because of the style?
I would totes rock it if it were my size Ala Jet Li from Fists of Furry!

Where does this label fall in the RL hierarchy?

Precursor to PL. Same quality to Blue Label.
What does this Kanji say?

Loosely translated...
Left: Heaven General
Right: Earth General

I was pretty unimpressed with the one pair I've had, but I'll let 4chan explain:

Yeah, Made and Crafted ain't so great...I've not been a big fan of Levi's since their LVC line became stale...But if I ever pick up on a true vintage pair with rivets...OMG! Levi's all day! But nowadays, I'll stick to Momos at below retail rates unless I get super lucky and thrift a pair...

Please forgive the noobish question, but Cloak is good, right? Google is failing me at the moment.

Phineas Cole and Isaia are my two favorite labels for classic tailored clothing. Sadly I've only found one Phineas Cole piece ever and it was in LA.

+1 for me as well! I only have a pair of PC flannel pants. They need some tailoring but very stylish and well made looking.

Regarding Made and Crafted Levis:

Quality is nothing special. I like the fit and some of the washes on the tack slim. I would not spend more than a quarter of retail for a new pair. The ones I have are usa made.

With that said I get tons of compliments from attractive ladies in their early 20s when worn. Hey maybe I need more.
