Looks like Chester Barrie to me. I had some old T&A tailoring with a similar label.
The style is a "British Warm" btw, often private purchase for officers and worn after service similar to a trench coat etc.

That Mont Blanc, might just have the wrong ink cartridge in it, or it's not seated properly, if it otherwise goes in and out without issue.A few more recent finds:

Finding vintage t-shirts around my area is not common at all, but I did find a few pretty cool San Francisco 49ers tees recently. 2 of which are new with tags. First one is a Champion from the 90s, second is a GTS from the 90s, and the last one is a Nutmeg Mills from the 90s.
