Best way to avoid this: check your own voicemail and listen to the options. There's one for sending another voicemail to someone else. It doesn't cause their phone to ring. You can really manipulate this into: "Oh hey we're leaving in 5 minutes guess you aren't there" voicemails to ditch someone who you don't want to tag along.

Look into Slydial. It's a free service that connects you automatically to that person's voicemail. I've used it more than a few times to avoid conversations I didn't want to have.

+1 I never listen to voicemails. I don't even have mine set up at work. People tell me they left me a voicemail I just ask them why they didn't just send me an email.

When people call and don't leave a voicemail.

When I call people, leave a voicemail and they don't listen to it. Only knew one guy who did this.

If you don't want voicemails, disable the system.

If you have a voicemail system, it means you want to use it. If you don't like listening to them, get google voice and it transcribes most voicemails good enough to make it seem like you listened to the message.
