Not pejorative inherently, although it is so little used a word that it may take on a pejorative implication in being used ironically.

I almost wore my chapeau melon today along with the whangee Brigg for the rain that didn't happen.

It is usually used, in the plural, as a fancy synonym for "accessories" or "trappings." It is more often written than spoken.
