Common applications in jackets of a fish cut entirely within the front panels in a jacket are for (1) an underarm cut that does not quite reach the armscye and/or (2) at the front to suppress the waist and the chest into the skirt. The latter, of course, is very common.

(1) Is exactly what I was thinking. While giving more waist it looks to keep the drape more intact and even more prominent than just nipping the side seams more.
