I’ve searched SF in the past, I’ve shifted through yelp reviews, and tried a few based on the recommendation of friends. I’ve had two suits returned worse than when I brought them in (jacket & trousers). Please help.

I've used Golden Needle in River North area before, just for a shirt but she did a great job. Fernando Alva was my go to for the longest time but he only does women's clothes now. People seem to love Nick at Oak Street Tailors. I've also used Adrian Park on North, who did a good job although it was a little pricey for how simple the alterations were.
