Tailor/alterations- Can they do this?

So I went and had my jacket sleeves shortened and while I'm happy with the length the problem now its the opening is too wide. Now I wasn't sure but would tapering a sleeve be OK or ruin the shape of the overall look of the jacket. One suggestion I also had was using the bits cut off and asking to make velcro cuffs like on my Visvim jacket.

Bring it back to your tailor and tell him to reduce the sleeves proportionately to the original sleeve opening if that's what you are after. He will probably have to start the taper from above the elbow so expect this to cost a few bucks. My tailor would charge approximately $30>$40.
