What would be the appropriate times to wear either? Is the different cut mainly just a difference of taste?

Morning dress is worn for daytime events before 6PM. After 6PM evening dress is worn.

Both the morning coat (cutaway in American English) and the dress coat are tail coats.

The figures on the left in both illustrations wear the semi-formal equivalents of morning and evening full dress.

Traditionally, servants were often made to wear dress coats in broad daylight to distinguish them from the guests. Similarly, waiters traditionally wear black tie during the day.
