Not really. Sure, that makes him a formidable world leader, but it doesn't really do anything for his superhero cred.
How useful is that army on land and in the air?

Hawkman was pretty cool on Superfriends. Here he and Aquaman slickly handle an oil monster.

How many modern world leaders do you know of that are willing to grab a weapon and lead their armies into battle? I'd say the fact that he is willing to risk his own life like that is fairly bad-ass.
The DC Atlanteans have the means to fight on land. I believe their technology is portrayed as fairly advanced compared to mankind.
Meh. Isn't that attitude kind of a prerequisite for being a superhero? I mean, I don't remember seeing a Superadministrator or Wonderbureaucrat comic book.
For most, sure. The point is it separates him from the vast majority of world leaders. Even fictional ones.

I have a feeling that aquaman will be adversely affected by entourage. If he comes up, I'm sure people will start linking that goofy shit to him and it's gonna be an uphill battle to make him anything more than a punch line.
I doubt you have to worry about the audience linking Aquaman to Entourage. How many 11 year old Ari Gold fans are there? Plus, AC doesn't need much else to be a punchline these days.
