What could be occurring is that your gooch (area between scrotum and ass) is collecting sweat and bacteria on the hair follicles. Even after you shower b/c of the way your thighs/butt are setup, it doesn't dry fully and/or begins to sweat a little bit all over again. Thus you have a hard time keeping the area clean.

2 recommendations:
1) Shave that area. In fact, shave everything from your pouch to the top of your ass crack. You'll be 100x cleaner and women will thank you. Not to mention cutting the amount of toilet paper down tremendously.
2) Use baby wipes when you poo. Toilet paper is archaic...if you smeared **** on your hand would you wipe it with a napkin and think "oh, clean now"? Probably not.

Shave it. Use wipes. And if all that doesn't work try some baby powder to help dry it out. You've got a moisture/bacteria problem. Not an underwear problem.
