Suit lapel flopping over

Recently I purchased an inexpensive 2-button suit online. The suit is 100% wool and I think it is half canvased. I have an issue where the lapel is rolling over completely so that the second button is concealed and it looks really bad (picture below). Keeping the top button buttoned results in it looking a little better, but sometimes the lapel still start to roll over and pull on the button even when I have the top one buttoned. Also, I'd like it to not immediately flop/roll over if I ever unbutton the top button while moving about.

Is there a common cause that makes this happen? Is there an inexpensive way to "fix" it so that it doesn't do that again? I realize the obvious answer is "don't buy inexpensive suits", but I'd like to see if it is salvageable and also to know what to look for in suits to know why this would happen.

Any ideas on this one?

I exhausted most of my google searches to see if others have this but haven't found much. I have seen this happen on this suit and also on a sportcoat years go (returned the sportcoat).

Caused by the collar being too short and makes the lapel roll past the button. Collar needs to be longer. May not be possible to do, or there may be another solution if you find a creative tailor
