Suit jacket alterations and leg opening

2 part question.

I'm buying a couple suits, one of which I will get married in next month. I'm not the easiest guy to fit; I don't have a standard drop. I lost a ton of weight and my waist went down, but I still have big legs, thus I need need bigger pants, with a taken in-waist. Need to buy 44 pants and have them taken in to approx 41.5. I'm a 49 chest, but I think I look better in a 48 coat than a 50.

1) So, to get 44 pants in a typical suit, one needs to buy a 50 jacket. I've ordered a couple Baronis through my tailor and I'm getting them fit on Monday. The jacket appeared to be too big in the initial fitting (including the shoulders slightly). I'm having nightmares now of swimming in this jacket. 48 fits perfectly. Think the tailor will be able to work the 50 jacket to make it look ok?

2) What is the typical size leg opening on most modern suits. Thinking about rolling with a 9.5 (or 19 if you want to measure it that way). Any arguements for going bigger or smaller?
