It would appear to be a 3-roll-2. The jacket looks about 2-3 inches too short, and the buttons should all be about 3 inches lower. Where the buttons are now, if the jacket were the proper length there'd be enough room for a 4th button.

Opps, did not notice the extra button at top. Agree, buttons just seem too high and too short.

Thanks everyone for the replies. I can't do anything about the suit since I already purchased it except enjoy it. As someone mentioned above, its a three button suit and I believe the suit was designed with high buttons.

I snapped a couple more shirt tie combos for everyone's consideration.

I'm sorry to say so, but I think the cut doesn't work for you at all.
The middle button (which has to be fastened if you fasten any suit on a 3-button suit) is just way too high.
A more balanced look would be achieved if the middle button were where now the bottom button is.
But you can't button the latter instead of the former, it'd look ridiculous. Only option for this suit imho would be to wear it unbuttoned.
Two more things:
First, never wear an open-necked shirt with a tie. I assume you left it open because the collar didn't really fit.
Second, the suggestion for a thinner tie to correspond with lapel size is a very good idea.

The jacket is very short ,otherwise it gives a decent and professional look.
