Suit bunching in back

I purchased a new suit and when I stand straight and look straight ahead the suit lays perfectly on my the mid part of my back just under the collar. However, if I move my shoulders laterally where one shoulder moves forward and the other backward, there is puddling, bunching, below the collar.

Is this a sign of a bad fit and if so how can it be fixed?
