Stiched coat-tails on new blazer

Should I keep them together or cut them apart?

Also, is the breast pocket on the aforementioned blazer supposed to be sewn shut? Can I open it and use it?

Remove the stitching keeping the vent/s closed. Remove the stitching closing the breast pocket.

Usually the tailor does all that while doing the alterations on the blazer, in my experience.

+1. The tailor usually takes care of this for me. If not, it's an easy fix.
