Sport cleaning dress shoes

How would SF recommend to remove a discolored spot caked onto the upper of a decent pair of shoes ? The spot looks as though a small bit of glue, gum, something of the like. Attempted to "lift" stain/ substance with finger (and I admit a little light nail scratching). Buffed with rag. Then buffed with damp rag.

Is there any chemical/product that wont ruin the upper ? Next step is to just use cream/polish and see if anything visible remains. Only fear is that doing so will then cement the stain on there.

Assistance, please ?
