You know, race relations in Europe are an interesting thing. From what I've seen and heard they seem to be getting worse as time goes on and it'll be interesting (in a terrible sort of way) to see where it goes. And for whatever reason, football often brings it out - maybe it has less to do with football though and more to do with crowds of people gathered together (likely drinking.)
The reason the police investigated the Terry case was because a complaint was made to them - therefore they're legally bound to investigate. No complaint was made to the police in regard to the Suarez incident.
Did Ferdinand file the complaint?

It was easy for Europe to not be racist when they were essentially all-white. What we're seeing now is an adjustment period, things will settle down, but it may take a generation.
