Only 28s I can find are RLBL but they cost over $200 and nobody ever sells them on SF. Can I just get size 30s and have them altered? Or is it worth paying the extra money for 28s?

Also, which brands/lines have slim 28s/30s?

Two inches off the waist isn't a big thing. If you want everything else slimmed down then it starts to add up. Do the math and then decide.

a properly balanced trouser is larger in the back than the front by about 2 inches. that is to make it comfortable to sit and to walk. if you take in the trousers 2 inches the usual method the back and front will be the same, not good. the stride is shortened for walking. sitting room will be tighter. the pockets will be pulled toward the back.
200 for RLs plus alterations, you would be better off getting made to measure.

Its not that. Its the suits. No 38s comes with 28 pants. Not even 36s, but usually either the chest or shoulder is too small for me with a 36s.

I can do separates, but I have yet to find a quality suit separate.
