Sleeves too short w Jacket

First post here, but I've been reading the forum for about 6 months now. Quick question, why are my sleeves considerably shorter when I wear a jacket? When I wear a shirt alone my sleeves fall comfortably at the base of my thumb but when I wear a jacket they don't even reach my wrist bone even when I pull the cuffs down. No matter what I do they pull up inside my jacket.

Is it a fit issue with the shirt sleeves or jacket, possibly being too slim? Or am I simply buying shirts with sleeves that are too short?

i guess the armhole on the jacket is high,
the armhole on the shirt is too deep
so it holds it up
