Sleeve and hem length: How much is it just temporary fashion?

So I usually go for having my suit sleeves at .5" cuff and/or right at the point where the arm meets the hand. For hems, I prefer 1" of break. However, I'm curious, is this the length that has been advocated for for decades or is it a recent "fashion"? (ie I've been recently hearing more advocates of the no break pant look)

Length and the bottom circumference are related. Narrow bottoms look best with little or no break, wider trouser width should fall more on the shoe. Personal likes/dislikes overrule rules.
