Sky blue express shirt with this tie?

No. If that picture accurately represents the colors, the shirt is too saturated - competing with the tie for the viewer's attention.

+1. That shirt does not appear to be sky blue and will be difficult to pair with a lot of ties. In general, non-white shirts should be very light in color and not have that kind of sheen.
