You are both correct - somewhat. Eye specific moisturizers may be formulated to be less irritating than other moisturizers, that said, if you use a non-irritating moisturizer that doesn't have alcohol, fragrance, etc, it is as valid as an eye moisturizer.

One thing that works for under eye bags that isn't mentioned here is Vitamin C as it brightens skin tone and can reduce the visual impact of bags (but obviously, not eliminate them)

Hi! I currently use my wife's La Roche-Posay Anthelios Melt-In Sunscreen, but honestly speaking I'm not a big fan of it. It is very heavy and thick, and it leaves my skin greasy. Could you suggest anything ligher?

For sure, Biore is a japanese brand that makes an inexpensive. lightweight and incredible good sunscreen.

You can get it on amazon or a number of other retailers. For ease I'll just link it here.

cleanse the skin daily at night and rinse well with plenty of plain water. For normal to dry skin, use a cleansing cream or gel. For oily and combination skin, use face wash or cleansing lotion. Tone the skin daily with chilled rose water, using cotton wool pads.
