Sid Mashburn Wool Herringbone Down Vest Size Small

I bought this new from Sid Mashburn about a year and a half ago and wore it a few times. I had it dry cleaned and put into storage. It no longer fits me.

Tagged size is small (chest ~20.75").

Fabric is 100% wool herringbone and lining is 100% poly. 90% down/10% feather fill. I can't find the country of origin but I'm pretty sure it was Italy (before they switched to China). It has horn buttons and a good amount of fill.
