I will only pay 10% due to lack of expertise of forum patrons.

20% for everything - restaurants, cabs, etc., whether the service is mediocre or fantastic. If the tippee is an idiot or a douche I'll tip around 15% or maybe less if they're offensive.

What I could never get my head around, is tipping on alcohol at restaurants. I order a $100 bottle of wine and you get $20 just for bringing it over? It never sits well with my but I still adhere to the standards...

This was my original concern when I wrote the op months ago, then everybody had to go andopen their mouth about what is fair et cetera. Here is my formula: 25% tip untill that the tip is greater than $5 a person then in that case you would tip $5 a person. This formula works well because it gives a fair ammount to the waiter and prevents you from being gouged.

Srs question.

I was at breakfast a few sundays ago before I left. Service was bad, but I had a paper so didn't care. Manager gave me half off. Do I tip on the OF or discount? 15% or less? Manager ended up halping more than waiter, but he did keep my half sweet/unsweet tea filled.

You tip based on non-discounted prices, especially when you're getting a 50% discount. The percentage can vary depending on how bad your service was, but if the manager came and gave you a 50% discount you should tip 15% minimum.

How much was breakfast? Are you really that agonized over a $1 (or less) difference in tip.

You are right on here. In general, servers tip out to the kitchen and other staff based on sales so you probably should bear in mind the percentage of most of the check when tipping. This is especially true in the case of alcohol and tipping out the bar can be a total pain. However, in many restaurants, the server is not required to tip the bar when selling red wine. I worked at a nice Italian restaurant and would often not get tipped on bottles of red wine when I didn't actually help the customer pick a bottle out and it din't bum me out at all because it really didn't hurt my evening that much. What bums servers out more than anything is to lose money on a table because the tip didn't cover tip out.
