I would like to try and make myself a short sleeved summer pullover (possibly using Cascade “Avalon” yarn).It exists, but it's not common.
If you are hot in a restaurant, why not avoid sweaters completely instead of looking for a short-sleeve one?
Edit: Unless by any chance you mean thin cotton knit polo shirts (short sleeves and a collar)?

Jil Sander produced a few different short-sleeve knits in the Spring-Summer 2012 collection. They are impossible to find now, though, and they were quite expensive -- definitely not practical everyday clothes.

I think you are talking about something like in the pic?..."knit short sleeve" in general are from lighter fabric weight. This can be found in cotton, merino wool, cashmere etc so you will be fine in "hot restaurants" since the fabric weight and breathability is the key part here.
