Shoes were spray painted during repair

Hi, I gave in three pairs of shoes to a shop that had come recommended.

I was looking to get a heel replaced, and some water stains removed that I hadn't been able to remove myself.

I was a bit horrified to see that the shoes have (what looks like to me) spray painted and left with a plastic like finish. I've had these for years and had built up a nice finish.

Am I missing something or have they just been changed into corrected grain leather? Is it possible to remove this?

I'm a bit crestfallen to be honest.

It could also be a silicone-based easy-shine application. I would call the cobbler and ask him what he did.
