shoe repair question

I recently bought a pair of Lingwood monkstraps that are a tad too big -- just ever so slightly, so that when I walk my heel slips up and out of the shoe a tiny bit. Can this be fixed by a cobbler, ie. can they actually make a shoe smaller?

The usual fix is to pad the shoe somehow - either a tongue pad, heel pad or simply an insole that takes up a little bit of the room in the shoe and puts your foot in a position to stay snug. I would try a thin insole first, since they are easy to use and don't involve adhesives.
