shoe heel noise

I recently purchased a pair of dress shoes, however they go nice with well worn slim fit jeans and a shirt. The only thing I don't like is the loud click click the heel makes when I walk, especially in shopping malls on the hard floor. I don't mind the noise when I am wearing a suit but with jeans and a shirt at the weekend, it makes you look a right dandy (not that there is anything wrong with that)

Any suggestions on how to turn down the volume without re-heeling to have ugly rubber safety heels welded on?

Chances are the heel bases are made of corrugated or a pressed material such as wood or leather. Bring your shoes to a reputable repair shop and ask them to replace the bases with leather bases and add a top-lift of your choice. Ask them to explain the options.
