shirt cuffs

Is there a rule of thumb that dictates how snugly/loosely shirt cuffs should fit around the wrist? I know for the shirt collar, you generally want to be able to easily slip your index finger between the collar and your neck. Is there a similar rule for cuffs?

I allow 2.75" over actual. then add for watch. 1/4"-3/4"
I do not fuse my cuffs so shrinkage is controlled some what.
the mail order MTM shirts fuse their cuffs. You may need to add 3"-3.25 over actual depending on the shrinkage

I keep my right cuff very snug, and my left looser to accomodate for my watch. It's pretty much how you like it, and how you want it to feel.
