^I honestly can't conceive of the occasion that that's adequate for, aside from a funeral or a Blues Brothers themed party.
Actual advice, if this isn't a troll:
1. Simply put, lose the hat. It looks costume.
2. Also abandon shiny ties. That one in particular is offensive. Black tie isn't appropriate either (and honestly isn't useful for much at all), but I do not know what you have on hand. A simple pattern would probably be best.
3. If you have a suit, wear the damned suit, but preferably not a black one as you will honestly look like you're there for security purposes.
4. If you must wear the vest, I suggest a light blue, pink or lavender (personal pref) shirt. That's how you can bring a little more colour into the whole outfit. Don't wear white with it, you'll look like a waiter. Whatever colour shirt you wear, don't wear the same colour of tie.
5. Gingham shouldn't be worn to a semi-formal, and certainly NOT under a vest; it's casual attire.
