Okay, is Memorial Day still the benchmark for wearing seersucker?

Depends on where you are. If you live in Savannah or New Orleans and it's 85 degrees on Easter, you're probably safe. If it's NYC, Memorial Day is probably a pretty good rule of thumb.

What if you're in Phoenix and it has already hit 91?

My philosophy is that if temperatures are regularly breaking 85, it's all good, but just be advised that you'll get extra $h!t from the hoi polloi about it. (And by "extra" I mean more than you'll already get for just wearing seersucker in general.)

The unofficial rule in Minneapolis/St. Paul according to some BB SAs: as long as the snow has completely melted, the grass is green and there are leaves on the trees. (It might not get above 85 'till mid-June and we are sick of winter now!)

Permissible in any month that does not have an "R" in it.

Seersucker is to be worn when it's effing hot out. So that should be the rule you follow, wear it when it's effing hot out.
