Some ideas,

1. Shoes. Wear good shoes (if you can afford) and keep whatever shoes you do have polished and looking clean (lots of tutorials on here and video sites to pick up skills in this area).
2. Be pressed and neat at all times. My experience with school uniforms (my children's schools) has been a lot of people obeying the letter of the rules but violating the spirit by having sloppy unpressed shirts, dingy (ivory and taupe) whites. Stand out by being crisp and bright. If you don't know how to press clothing learn - its a life skill.
3. If you have a tie, have a nice knot that works with your shape and that makes you feel good. I "shape" a 4-in-hand to look more balanced personally. This is a knot that my fingers "know" how to tie. Pick your own knot and work it your way. (lots of tutorials about tying ties as well)
4. Don't stop at the minimum flare. You can sometimes dress "up". Such as wearing optional blazers, etc (I need to watch Rushmore again, thinking about this).
5. Carry yourself like you care. Posture, poise, grace, balance. All this can send a message to people - the opposite message that slouching, shuffling, sulking and stumbling send. Go from A to B in a direct and deliberate manner.

Its your uniform, wear it your way.
