They have weakened up the rules a bit here in Germany, so one could run his own (tailoring) business even without a master title, applies to most of the professions were lives are not directly at stake (which should include tailoring).
Traditionally, you could only be a member of a crafts guild if you were a master craftsman. To become a member of a guild you were required you to produce a masterwork and this would then scrutinised by the master craftsmen of the appropriate guild. If this was deemed to be of suitable quality, he would then be able to become a member of the guild and be allowed to use the word master craftsman. This I believe was the way of the guilds in Europe which have their origin in the middle ages. The stages in England were: apprentice - journeyman - master craftsman In Germany I think: Apprentice - Geselle(?)- craftsmeister.
